I've used Tamiya spray primer on vinyl successfully. On vinyl, your color coats have to be acrylic; enamels won't dry at all.

Is the fine detail on her ears raised, or just painted on? Looks great.

B-A, well, gold and silver awards are engraved acrylic blocks , so they would not fit too well in a shadow box…

Did they switch to acrylic? As of last year, Gold and Silver had always been lead glass, a lovely but very heavy material.

I have made raised-letter nameplates a couple ways. The first, and simplest, is to cut the letters out of sheet plastic and glue them to the nameplate.
