Water Question

I have an idea for a small diorama involving a character that is partially underwater. I can figure out how to paint the basic substance of the figure but making it look like it is under water by several inches to a foot or so eludes me.

Can anyone point me towards a tutorial or impart some personal knowledge on this matter?
